In their new article, “Carrots and sticks”: Performance and compliance in the German return and residence regime, Svenja Schurade and MORE researcher Sabine Hess examine how Germany’s return and residence policies increasingly assess migrants with precarious residence status based on criteria such as “integration”, usefulness and compliance.
Drawing on ethnographic research, the article shows how a system of rewards and sanctions has emerged, shaping who is given opportunities to stay and who is exposed to increasing pressure to leave.
